The TEKS should represent a chronological history of the founding of America to assist students in developing a historical appreciation that will foster hopeful and prosperous families and communities. The TEKS should contain “Enhanced Content” that emphasizes America’s founding documents, the American people’s pursuit of freedom, and treat America’s history honestly. The TEKS should feature a true, honest, and balanced approach to American history that is not influenced by political agendas. We contend the 2022 TEKS (K-12) Drafts are rife with a Marxist Revisionist Identity political agenda.

PROBLEMS WITH 2022 TEKS DRAFTS PROCEDURES

Per TEC28.002(a)(1)(D), Social Studies should have 4 strands of learning: (1) History - Texas, U.S. and world; (2) Government (Civics), (3) Economic, with emphasis on free enterprise system and its benefits; and (4) Geography. 2022 TEKS (K-12) Drafts have at least 8 strands (4 additional strands of comparative ancient world cultures, ancient world religions, world political science and archeology) that will be time consuming and confusing for both teachers and students.

Recently Texas law has been enacted to eliminate destructive cultural indoctrination theories from Texas school curriculum which are throughout 2022 TEKS (K-12) Drafts. (See, TEC 28.002 (h1-h3); TEC Section 21.4555).

We were astonished to discover that in 2018, SBOE established a new process and timelines for reviewing and revising all TEKS subjects (K – 12) through school years 2019-2031.

In addition, in 2018, SBOE adopted a “TEKS Review and Revision Process” flow chart that segments the workflow for review and revision. The Flow Chart is ambiguous and confusing. It fails to have written working guidelines for Content Advisors, Work Groups, and the Public. The Flow Chart is unclear on due process for Public Notice and Public Comments to TEA on TEKS revisions. It is our contention that these vague procedures have not been followed by SBOE Work Groups, and the public discourse has been stifled.

Final Work Group E Drafts (K-12) still are not published on the TEA website prior to SBOE August Meeting. The public will not be able to review Work Group E Drafts prior to this meeting. It is unclear if SBOE will allow Public Comments at this meeting. This is in contravention with SBOE’s own TEKS Review and Revision Procedures.
PROBLEMATIC ISSUES IN 2022 TEKS DRAFTS:
We agree with SBOE Content Advisor Dr. Lash that the 2022 TEKS (K-12) Drafts basically circumvent the intention of TEC 28.002 (a)(1)(D), TEC 28.002(H), TEC 29.907, TEC 29.9071, TEC 29.9072, and TEC 21.4555, as follows:

Clearly, the 2022 TEKS (K-12) Drafts’ micromanagement of curriculum includes the content of Marxist Revisionist Identity political instructional materials, with the resultant effect of de-emphasizing, diluting, or eliminating TEC 28.002(a)(1)(D) curriculum. 2022 TEKS (K-12) Drafts fail to provide Enhanced Content in a fair and balanced manner.

(K-8). 2022 TEKS (K-12) Drafts fail to introduce TEK 28.002(a)(1)(D) foundation curriculum. Students are not learning age-appropriate content for Texas and U.S. History, Government, Economics, and Geography, as required by TEC 28.002(a)(1)(D). 2022 TEKS (K-12) Drafts fail to present a “Spiraled Sequence” for American History and Government. Students have no opportunity to build on what they previously learned.

022 TEKS (K-12) Drafts fail to identify and observe patriotic holidays, including specifically Celebrate Freedom Week, Texas Military Heroes Day, Holocaust Remembrance Week, in contravention of TEC 29.907, TEC 29.9071, and TEC 29.9072.

2022 TEKS (K-8) Drafts provide for confusing and incoherent instructional strands of global history over vast time eras, Prehistoric, Ancient Civilizations, and Non-Western Early Civilizations. Students are not learning fundamental concepts about Texas and U.S. history and foundational documents, such as the Declaration of Independence and U.S. Constitution. 2022 TEKS (K-12) Drafts have no “Streamlined Identification” and inhibit accessibility and/or use by both teachers and students. Hunter-Gatherers to Early Civilization 20000 BCE (BC) – 600 CE (BC) – 6,165 minutes of instruction that is devoid of TEC 28.002(a)(1)(D) foundation curriculum. (See Pages 15-26 of 2022 TEKS Draft, Work Group D.)

Patterns of Civilization 500 BCE (BC) to 900 CCE (AD) – 5,265 minutes of instruction that includes interpretative interactions between various religions and social-political structures, which are beyond the level of understanding of Grade 4 students. Comprehensive world cultural, religious/political structural developments are beyond the Grade 4 students’ abilities and are not part of the TEC 28.002(a)(1)(D)’s 4 Strand Requirements for Texas, U.S. History, Government, Economics, Geography. Interaction of Civilizations 600 CE (AD) – 1600 CE (AD) – 3,465 minutes of instruction that focuses exclusively on world history from the standpoint of trade routes among China, Middle Eastern Nations, India, South America, North American Indigenous Peoples. Due to geographical and time frame works period, 2022 TEKS Drafts is virtually devoid of Western Civilization foundations and do not contain content for Texas, U.S. History, Government Economy, and Geography in contravention of TEC 28.002(a)(1)(D). 2022 TEKS Drafts - 3,465 minutes of instruction on foundational elements of TEC 28.002(a)(1)(D) of required Strands for U.S. History, Government, Economics, and Geography, but fails to focus on the Revolutionary War, Founding Fathers, Declaration of Independence and U.S. Constitution. 2022 TEKS Drafts - 7,920 minutes of instruction on foundational learning of comprehension of U.S. history and government, and Texas history and government from 1783- 1880’s. The 2022 TEKS Drafts de-emphasize specific language of the U.S. Constitution and de-emphasize the Civil War as a historical event impacting the entire nation. 2022 TEKS Drafts – 6,547 minutes of instruction on the history of the U.S. and Texas from 1876-the 1970s. This TEKS selectively focuses on racial tensions and excludes focus on WWI, WWII, Communism, Stalinism, Fascism, Chinese Communism, Cold War, and major technology inventions – all major challenges faced by the U.S. during this era and may be in violation of TEC 28.002(h1)-(h3). We believe 2022 TEKS (K-12) Drafts do not include the specific curriculum requirements of TEC 28.002(a)(1)(D), (h-1), (h-2), and (h-3), and TEC 21.4555. We believe the 2022 TEKS (K-12) Drafts are: (1) contrary to Texas law, (2) incomplete, and (3) failing to follow reasonable, intellectually honest academic standards. The 2022 TEKS (K-12) Drafts should be tabled and should not be adopted by the SBOE for Texas teachers and students.

Commissioner Mike Morath
Commissioner Morath was appointed by Gov. Abbott, and he is in charge of the TEA employees who evaluate and weigh in on the proposed TEKS. He cannot blame others for a bad product. He needs to feel a lot of pressure against the current product if we expect very significant changes to be made. We actually prefer that the TEA and SBOE abandon this entire rewrite and start over with the simple objective to add/changing/delete language to implement laws passed since the last rewrite. History does not change, so an overwhelming rewrite is not called for.
Ask him to instruct workgroups and leadership to make the TEKS more age-appropriate, eliminate the standards that allow CRT concepts to be taught, and ensure the history included is true history.
